Wetlands Development Accountability Act

The attached document is a press release (titled "FOR IMMEDIATE RELEASE") from Nevada Assembly District 31 candidate Neal Schwartz announcing his plan to introduce the Wetlands Development Accountability Act on the first day of the next Nevada legislative session.

Context: It responds to community concerns about a proposal to redevelop portions of the open Lakes Course at Red Hawk Golf & Resort (in the Wingfield Springs area of Sparks, NV) into residential housing.   • Require independent geotechnical and hydrological studies before project approval.
  • Mandate clear disclosure of soil and groundwater risks to homebuyers.
  • Protect adjacent property owners if development contributes to flooding, subsidence, or drainage changes.
  • Extend liability for foundation failures linked to unstable soil.
  • Require long-term bonding or financial assurance (up to 20 years) from developers building on former wetlands or hydric soils for any later structural damage.
