Status Information - Lakes Course Redevelopment

Welcome to our dedicated status page! Here we provide access for up-to-the-minute flow of information, including the latest details on City of Sparks application review process, Truckee Meadows Regional Planning input, public meeting outcomes, official documents and recordings. We have it covered.

CURRENT STATUS: Proposals under review (Not Approved)

What Happens Next:

  • The applications remain under review by City of Sparks staff. This includes a completeness check and technical review.
  • Developer has submitted their response Thursday, May 7, 2026 for their applications to be considered for the Thursday, June 29, 2026 Planning Commission meeting. 
  • When Staff receives response from Developer, the following occurs.  
  • The process involves multiple steps:
    • Staff recommendations sent to the Sparks Planning Commission (they meet on the 1st and 3rd Thursdays).
    • Possible review by the Truckee Meadows Regional Planning Commission if the project has regional impacts.
    • Final approval authority rests with the Sparks City Council, which would need to approve amendments to the master plan/handbook and comprehensive plan.
    • City of Sparks requires the developer hold a noticed public/neighborhood meeting. The developer fulfilled this requirement on May 13, 2026 at Hug High School.
  • As of the latest updates, the project is scheduled for public hearing at Sparks Planning Commission on Monday, June 29 at 6:00pm

EXPLANATION OF plan submittal & review process

1. (COMPLETED) - PreSubmittal

There is no publicly documented, single confirmed date for a pre-application meeting between Red Hawk Land Company and the City of Sparks Community Services Department that’s broadly published or tracked in a central, searchable record. However, Red Hawk Land Development LLC (Developer) is confirmed to have engaged informally November 2025 with staff for a pre-application review.

Why a specific date is hard to find:

  • Pre-application meetings are informal
    They are typically not part of the official entitlement record. 
  • They often occur: 
    • By email request 
    • As internal staff meetings 
    • Without formal minutes or public notices 
  • Unlike Planning Commission hearings, they are not required to be publicly noticed or archived

2. (COMPLETED) - Submittal to City of Sparks Planning & Zoning

Two Comprehensive Plan Amendments "per development" were submitted January 2026 to the City of Sparks (Planning Division).

3. (COMPLETED) - City Staff Completeness Check & Technical Review

Planning staff reviews for completeness. If incomplete, the City issues a request for additional information from Red Hawk Land Company (Developer).

5/7/2026 - Developer submitted a response to City of Sparks request for additional information regarding their original applications. Click Here for Responses

5/27/2026 - City Staff has issued a public announcement stating they are going to recommend Denial of the applications for both Foothills and Wingfield.

5/30/2026 - Developer submits a request to separate the applications individually and not track both applications as a single submittal. City Staff approves the request.

4. (COMPLETED) - Public Meeting Notice - From Developer

Red Hawk Land Development LLC (Developer) must notify and meet with local homeowners to discuss the proposal. The Developer must schedule separate meetings for Wingfield Springs and the Foothills. Meetings may occur on the same day or different days. 


Both meetings have been completed. Meeting (Date, Time and Location) is provided below.

5. (Completed) - City Planning Preliminary Recommendation

City Staff Recommendation: 

  • Preliminary recommendation to DENY all four related development applications. This is not yet final — the Planning Commission and City Council will make the ultimate decision after public hearings.

Primary Reasons for Denial:

  • The proposal does not comply with the City of Sparks Comprehensive Plan.
  • Staff cannot make the required findings for the plan amendments and modifications.
  • Current residents and property owners reasonably relied on the original master plan’s commitments to open space and golf course amenities when they purchased their homes.

Additional Staff Concerns: 

  • Traffic impacts and other technical issues identified during review of the developer’s May 7, 2026 responses.

City Attorney Position: 

  • Fully supports the denial recommendation. Quote from Wes Duncan (May 15, 2026): “The Sparks City Attorney’s Office reviewed the Red Hawk Proposal, worked with all city staff, and agrees with the staff recommendation that the Red Hawk Proposal be denied. My office is ready to fully defend the City’s recommendation of denial, if necessary.”

6. (Scheduled) - Sparks Planning Commission Review

Sparks Planning Commission public hearing(s):

  • Date/Time:  Monday, June 29 at 6:00pm
  • Location:  County Commission Chambers
  • Address:  1001 E. Ninth St, Building A, Reno NV 89512


  • The commission typically meets 1st and 3rd Thursdays at 6:00 p.m. in Council Chambers (745 4th Street). Due to the overwhelming response by the community, the date and location have been changed to provide a larger venue.
  • They review applications, staff report, and public comments.
  • Makes a recommendation (approval/denial/conditions) to City Council for most items (tentative maps, rezoning, annexations, master plan amendments, zoning ordinance changes, regional plans).
  • Has final decision authority for variances and certain conditional use permits.

7. (TBD) - Truckee Meadows Regional Planning Commission (RPC)

Truckee Meadows Regional Planning Commission (RPC) is the advisory body for the Truckee Meadows Regional Planning Agency (TMRPA) in the Reno-Sparks-Washoe County area of Nevada.

It consists of nine members (three appointed from each of the Reno Planning Commission, Sparks Planning Commission, and Washoe County Planning Commission), as required by state law (NRS 278.0262).

The RPC develops recommendations for the Regional Plan, reviews Projects of Regional Significance, and handles procedural reviews of local master plans and related land-use matters. 

8. (TBD) - Truckee Meadows Regional Planning Agency

Truckee Meadows Regional Planning Agency (TMRPA) is governed by the Regional Planning Governing Board (RPGB), which serves as its primary decision-making body. The RPGB adopts the five-year comprehensive Regional Plan, develops regional planning policies, and oversees coordination among the City of Reno, City of Sparks, and Washoe County on land-use and growth issues in the Truckee Meadows region (Reno-Sparks-Washoe County area, Nevada).

Per Nevada Revised Statutes (NRS 278.0264), the RPGB consists of ten voting members: four from the City of Reno, three from the City of Sparks, and three from Washoe County. There is also one ex-officio (non-voting) liaison from the Washoe County School District.

9. (TBD) - Truckee Meadows Regional Planning Governing Board

If deemed regionally significant, it will also be reviewed by the Truckee Meadows Regional Planning Governing Board.


Truckee Meadows Regional Planning Governing Board (RPGB) serves as the primary governing body for the Truckee Meadows Regional Planning Agency (TMRPA) in northern Nevada. This agency coordinates regional planning for the cities of Reno and Sparks, as well as Washoe County (the Truckee Meadows area). 


RPGB acts as the decision-making authority for the TMRPA, providing oversight and leadership on regional planning matters. It focuses on coordinated land-use planning, infrastructure, natural resource management, and service provision across local jurisdictions to promote consistent growth and development in the region. The board ensures that planning efforts align with broader community needs, economic development, and sustainability goals.  

10. (TBD) - Sparks City Council

Sparks City Council has final local decision-making authority over the submitted redevelopment plan.


This is a city-level land-use matter (the property is within Sparks city limits), not a Washoe County Commission issue. The process follows Sparks Municipal Code and Nevada planning law (NRS Chapter 278) for planned development (PD) handbook amendments and comprehensive plan amendments.


Sparks City Council makes the final binding decision on the handbook amendment and any comprehensive plan amendment. All five council members (plus the mayor) vote, even though the site is in one ward, because it affects the broader community and city-wide policies (housing, open space, traffic, etc.). Public hearings occur here too. If approved, the amendments update the binding master plan for Wingfield Springs.  

Overall Timeline

A definitive timeline is uncertain as the project moves through each step of the review process.
