There is no publicly documented, single confirmed date for a pre-application meeting between Red Hawk Land Company and the City of Sparks Community Services Department that’s broadly published or tracked in a central, searchable record. However, Red Hawk Land Development LLC (Developer) is confirmed to have engaged informally November 2025 with staff for a pre-application review.

5/27/2026 - City Staff has issued a public announcement stating they are going to recommend Denial of the applications for both Foothills and Wingfield.
5/30/2026 - Developer submits a request to separate the applications individually and not track both applications as a single submittal. City Staff approves the request.
Red Hawk Land Development LLC (Developer) must notify and meet with local homeowners to discuss the proposal. The Developer must schedule separate meetings for Wingfield Springs and the Foothills. Meetings may occur on the same day or different days.

Truckee Meadows Regional Planning Commission (RPC) is the advisory body for the Truckee Meadows Regional Planning Agency (TMRPA) in the Reno-Sparks-Washoe County area of Nevada.
It consists of nine members (three appointed from each of the Reno Planning Commission, Sparks Planning Commission, and Washoe County Planning Commission), as required by state law (NRS 278.0262).
The RPC develops recommendations for the Regional Plan, reviews Projects of Regional Significance, and handles procedural reviews of local master plans and related land-use matters.
Truckee Meadows Regional Planning Agency (TMRPA) is governed by the Regional Planning Governing Board (RPGB), which serves as its primary decision-making body. The RPGB adopts the five-year comprehensive Regional Plan, develops regional planning policies, and oversees coordination among the City of Reno, City of Sparks, and Washoe County on land-use and growth issues in the Truckee Meadows region (Reno-Sparks-Washoe County area, Nevada).
Per Nevada Revised Statutes (NRS 278.0264), the RPGB consists of ten voting members: four from the City of Reno, three from the City of Sparks, and three from Washoe County. There is also one ex-officio (non-voting) liaison from the Washoe County School District.
If deemed regionally significant, it will also be reviewed by the Truckee Meadows Regional Planning Governing Board.
Truckee Meadows Regional Planning Governing Board (RPGB) serves as the primary governing body for the Truckee Meadows Regional Planning Agency (TMRPA) in northern Nevada. This agency coordinates regional planning for the cities of Reno and Sparks, as well as Washoe County (the Truckee Meadows area).
RPGB acts as the decision-making authority for the TMRPA, providing oversight and leadership on regional planning matters. It focuses on coordinated land-use planning, infrastructure, natural resource management, and service provision across local jurisdictions to promote consistent growth and development in the region. The board ensures that planning efforts align with broader community needs, economic development, and sustainability goals.
Sparks City Council has final local decision-making authority over the submitted redevelopment plan.
This is a city-level land-use matter (the property is within Sparks city limits), not a Washoe County Commission issue. The process follows Sparks Municipal Code and Nevada planning law (NRS Chapter 278) for planned development (PD) handbook amendments and comprehensive plan amendments.
Sparks City Council makes the final binding decision on the handbook amendment and any comprehensive plan amendment. All five council members (plus the mayor) vote, even though the site is in one ward, because it affects the broader community and city-wide policies (housing, open space, traffic, etc.). Public hearings occur here too. If approved, the amendments update the binding master plan for Wingfield Springs.
A definitive timeline is uncertain as the project moves through each step of the review process.
